4、04,startingwiththemostdisadvantagedcommunities.TheGovernment’stargetistohaveachildren’scentreineverycommunitybyApril2010.2.Children’scentresthathavebeensetupbylocalauthoritiesusinggovernmentfundingprovidearangeofservicesforchildrenunderfiveandtheirfamilies.Children’scentresinthemostdisadvant

5、agedareasprovideearlylearningandchildcare,familysupport,healthservices,supportintoemploymentandlinkstootherspecialistservices.TheGovernmentseeschildren’scentresasanessentialwayofimprovingoutcomesforyoungchildren,andforclosingthegapbetweenthemostdisadvantagedchildrenandothers.Outcomesforchild

6、renaretakenfromtheGovernment’sEveryChildMattersguidance:childrenstayingsafe;beinghealthy;enjoyingandachieving;makingapositivecontribution;andhavingeconomicwell-being.3.TheSecretaryofStateforChildren,SchoolsandFamilieshasaskedOfstedtoinspectandreportontheeffectivenessofeachchildren’scentre.An

7、ewbillpassingthroughParliament–theApprenticeship,Skills,ChildrenandLearningBill–willgiveOfstedthelegaldutytodothis.4.InresponsetotheseproposednewdutiesforOfsted,wearedevelopingaframeworkforinspectingchildren’scentres.Thisframeworkwilldescribehowthe
