2、nflict,whichwillhelpbaseprogramplanningonacommonframeworkofanalysisthatclearlyidentifieskeyelementsofpeacebuilding.Inthissense,atransitionalstrategyoftheUNforcountriesemergingfromviolentconflictshouldbebaseduponastandardisedinter-agencymethodologyforconflictanalysis,whichwillh
3、elpunderstandandovercomethestructuresthatleadtoviolentconflictinthefirstplaceandpromoteacoherentandintegratedresponse.2.ObjectivesandScopeThiscommonframeworkofanalysishasbeendeveloped,inordertocontributetothefollowingobjectives:§Toensureacommonanalyticalframeworkforunderstandi
4、ngtheunderlyingcausesandconsequencesofviolentconflict,aswellasthedynamicssupportingorunderminingpeaceeffortsinatransitionsituationThisrefersto“theperiodofacrisiswhenexternalassistanceismostcrucialinsupportingandunderpinningstillfragileceasefires,orpeaceprocesses,byhelpingtocre
