1、浙江大学硕士学位论文中心镇权力规制研究--以绍兴市为例姓名：王宗东申请学位级别：硕士专业：行政管理指导教师：余潇枫20120530摘要改革开放以来，浙江省经济迅速发展，社会主义市场经济体制的建立和深化对政府提供公共服务的效率和质量提出了更高要求。乡镇作为基层政府，自然在提供公共服务、促进城乡经济协调发展方面承担着更多的职责，然而浙江的乡镇经济发展特点与乡镇政府的经济社会管理权限已出现明显不适应，乡镇治理结构与区域发展的矛盾日益突出，严重地制约了当地经济社会的发展。在这样的背景下，2007年初，绍

2、兴市在全国率先实行“强镇扩权"试点，赋予中心镇部分县级经济社会管理权限，经实践证明，扩权对于中心镇的经济社会发展有明显的推动作用，但同时也出现了扩权后权力运行风险增加，权力监督不到位、考核机制缺乏等问题。为进一步保障扩权后的权力规范运行，防范权力运行风险，绍兴市中心镇对权力规制进行了积极探索。本文以绍兴市中心镇权力规制为例，探索我国基层政府公共权力规制的路径。首先进行相关文献综述及理论分析，其次介绍绍兴市中心镇权力规制实践，分析权力规制的动因，阐释绍兴市中心镇权力规制的典型案例，并与其它县市乡镇
