1、北京交通大学硕士学位论文我国高校贫困生教育救助问题研究－－以河北省为例姓名：齐影申请学位级别：硕士专业：社会保障指导教师：史振磊201207中文摘要高校贫困生的教育救助是国家和社会团体为了保障贫困家庭学生接受高等教育的机会，从物质等方面为他们提供的救助。目前我国已经初步建立了以奖学金、助学金、助学贷款、勤工助学等措施为主的高校教育救助体系，但贫困大学生接受高等教育难的问题依然存在。本文以河北省普通高校为例，认为目前教育救助过程中存在的主要问题有：贫困生的认定机制存在缺陷、资金体系分散、勤工助学问题、救助观念落后、助学贷款问题等，接下来就如何做好高校贫困生的教育救

2、助工作进行了探讨。本文采用文献研究法、定量与定性相结合研究法，通过对河北省的高校教育救助的现状、存在问题、以及产生这些问题的原因进行了分析，从政府、学校、社会三个方面提出对策。政府方面可以从完善教育救助的法律法规、明确政府职责，建立考核制度、构建网络体系等几个方面入手；学校方面可以从完善贫困生的认定体系、完善创新资助方式、物质救助与精神救助相结合等方面入手；社会方面可以发动企业等进行捐助、建立高校教育救助基金会、发挥校友会的作用来帮助贫困学生完成学业。关键词：高校贫困生，教育救助，资助体系j匕塞交通太堂亟±堂焦途塞△旦墨!B△g!ABSTRACTEducatio
