1、摘要在城乡联系同益密切、客运需求不断提高的背景下，迫切需要统筹协调城市与农村之间的公共交通体系。论文顺应城乡一体化发展要求，对城乡公共客运发展规划中的若干问题进行了初步探讨与研究。首先，本文归纳总结了国内外客运发展的实践经验，提出论文研究的技术路线，并分别对县域城乡公共客运交通特性及发展环境进行详细的分析，由此提出了县域城乡公共客运发展趋势及目标。其次，在对城乡公共客运线网层次划分基础上，提出了“分层研究、逐层布设、整体优化”的客运线网规划思路，分别采用“基于农村公路网线路走向"搜索法、最短树法、节点重要度法规划布设主干线路、次干线路和

2、支线线路，并对城乡公共客运线网衔接模式进行了简要分析。然后，研究了城乡公共客运主干线路公交车辆规模及线路补贴额度计算方法，探讨了线路运营模式及组织方式，并从经营管理模式和运营管理政策两个方面给出相应的建议。最后，对子长县城乡公共客运发展规划进行实例分析和论证，并给出了子长县城乡公共客运线网规划、运力配置及公交化改造线路补贴的具体方案。关键词：县域，城乡公共客运，线网，运营组织，经营管理，补贴AbstractUnderthebackgroundofthegrowingconnectionbetweentheurbanandruralare
