1、浙江大学硕士学位论文流动人口基本公共服务均等化研究--以杭州市为例姓名：刘静申请学位级别：硕士专业：行政管理指导教师：胡税根20120530摘要随着工业化、城市化的快速发展，中国已经进入了人口流动最为活跃的时期，人口流动成为我国经济、社会、人口转型过程中的突出特征。规模庞大的流动人口为产业发展和城市建设提供了丰富的劳动力资源，他们对经济社会发展的贡献日益得到全社会的认可。然而，由于以户籍制度为依托的城乡二元经济社会体制的制约，流动人口的管理服务始终没有纳入城市管理体系，流动人1：3难以享受到与户籍人口同等的公共服务待遇。杭州作为流动人口的重点迁入城

2、市之一，在实现流动人口基本公共服务均等化方面进行了很多有益的尝试，对这些尝试及时进行总结，指出成绩和不足，有利于改善流动人口服务管理工作，进一步推动流动人口基本公共服务均等化，从而加强“服务型政府”建设。本文在现有流动人口公共服务均等化研究的基础上，结合国内外流动人口服务管理的实践经验，对杭州市流动人口基本公共服务均等化问题展开研究。通过分析问卷调查获得的一手资料，指出了杭州市流动人1：2基本公共服务均等化取得的成效、存在的问题以及原因，并根据这些分析为杭州市流动人口基本公共服务均等化工作的推进提供了参考意见。关键词：流动人IZl基本公共服务均等化
