1、摘要可持续发展作为一种全新社会发展战略，已经得到了国际社会的广泛认同。公平性原则是可持续发展的第一原则。它对可持续发展有着至关重要的先决意义。然而，当前对可持续发展中公平性原则的研究显得不够深入和系统，本文就在探讨可持续发展中公平性原则的内涵及其重要性的基础上，并论述了坚持公平性所面临的困难，并进而提出公平性的实施途径。IntroductionAsabrand一newdevelopmentalstrategy,thesustainabledevelopmenthasalreadybeenwidespread

4、hesustainabledevelopment在可持续发展指标体系中，社会公平指“公民被合理对待,都有机会享有经济环境利益和社会福利”。在布伦特兰夫人的经典定义里，可持续发展的公平性原则针对的是当代人和后代人这两大群体，是指当代人和后代人拥有同样的发展机会和能力。可持续发展观确认，人与自然的危机和人与人的矛盾不可分割，只有解决人与人之间的不公平性，才有可能达到人与自然间的和谐。所谓公平，是指人与人之间的互利共生，协同发展。这里有两层含义：一是代际公平：二是代内公平。Insustainabledevelop

8、涵(1)Theconnotationofintragenerationaljustice代内公平，是一代人中一部分人的发展不应当损害另一部分人的利益，就是在一个国家范围内，地区利益服从国家利益；在国际范围内，国家利益服从全球利益。它要求在区域内部和不同区域间从成本收益的角度实现资源利用和环境保护.在可持续发展理论中，我们可以从“空间序列”上将代内公平定义为：现实存在和活动中的同代人在利用自然资源追求发展和保护环境
