3、ltheSecondWorldWar);theparadigmofpublicservicemediapolicy(1945-1980/90);andthecurrentphase(from1980/90onwards)inwhichanewpolicyparadigmissearchedfor.InPhaseI,communicationsandmediapolicyprimarilyreferredtotheemergingtechnologiesoftelegraph,telephonyandwi
4、reless.Communicationspolicyinthaterawasmainlypursuedforreasonsofstateinterestandfinancialcorporatebenefits.AftertheSecondWorldWar,mediapolicywasdominatedbysociopoliticalratherthaneconomicornationalstrategicconcerns.Inthisparadigmaticphase,lastinguntil198
5、0/90,theidealofpublicservicebroadcastingwasatitsheight,notablyinWesternEurope.From1980onwards,however,technological,economicandsocialtrendsfundamentallychangedthecontextofmediapolicy.Inmanycountries,governmentsoptedforpoliciesofbreakingmonopoliesinmediaa
6、ndcommunicationsandprivatizingasmuchaspossible.Theoldnormativemediapolicieshavebeenchallengedandpolicy-makersaresearchingforanewcommunicationspolicyparadigm.Inthisnewparadigm,thereseemstobeashiftinthebalanceofcomponentpolitical,socialandeconomicvaluestha
7、tshapethedefinitionofthepublicinterestthatmediaandcommunicationssupposedlyserve.Theauthorsconcludebysketchingthecoreprinciplesofthenewcommunicationspolicyparadigmthatcurrentlyseemstobeemerging.Keywordsaccess,communicationspolicy,diversity,freedomofcommun
