7、家要求削减小火电机组，具有小机组的地方电厂在当地政府的支持下，纷纷进军用电量消耗大的电解铝行业，消耗本身的电能。电力和电解铝产业整合从此拉开序幕，在这次产业整合的浪潮中，中孚铝业应运而生，许多其他的铝厂和电厂也实现了一体化经营，如中国铝业，万基铝业，伊川电力集团都是在这时完成了产业整合，实现了铝电一体化经营，整合了产业链。但中国的铝行业与美国、加拿大、俄罗斯进行了对比，我国铝工业仍面临的深层次问题，即产业链整合度低，各环节发展不平衡、不协调，产业组织结构不合理。具体表现为三个方面：一产能不协调，表现为铝土矿资源供应稀缺，而氧化铝、电解铝产
