1、摘要党的十六大报告中指出：“扩大基层民主，是发展社会主义瑟主的基础性工作。”在构建和谐社会的过程中，社区作为社会成员的基础性组织形式，在中国民主政治建设中占有重要的地位，其作用不可忽视。本文纵向上梳理分析了在不同时期中外关于社区民主政治建设的基础理论；在横恳上考察对比各不两地区针对各地状况焉构建的典型衽区组织模式；总结了中国城市社区基层民主政治建设运行的典型经验，借鉴国外社区民主政治建设的具体做法，提出对中国城市社区基层民主政治建设完善和发展的基本原则和主要途径。在分析目前中国城市社区民主政治建设中所

2、存在问题的同时，提出了解决中国城市社区民主政治建设中主要闻题的相应对策。结合马克思主义民主理论，立足于中国现阶段国情，提出了“政府合理指导、居民充分参与、提高居民民主意识、实现社区自治、构建和谐社区、促进和谐社会”的社区发展方向性建议和加强中莺城市社区基层民主政治建设的基本原则帮主要途径。本文通过对中圜城市社区基层民主政治建设的理论研究，从实践上为深化城市社区基层民主政治建设有所推进。关键词：城市社区基层民主琵主政治建设问题与对策ABSTRACTThe16thCPCNationalConfessrep
