1、用效益可采取的对策措施：城市化与耕地保护协调发展；搞好新农村建设，加强对农村居民点的土地整理；发挥土地立体效应，提高土地容积率；加大旧城改造力度，加强生态、环境建设等方面。第七章对全文进行了总结并对本课题未来的研究提出了展望。本论文最后形成的成果为：1、对西安市土地利用现状进行了分析；2、西安市土地利用指标与广州、南京、成都、郑州等城市的比较；3、建立西安市土地利用效益评价指标体系；4、运用一定方法结合处理数据的软件求得西安市土地利用效益的评价值及经济、社会、生态的协调值；5、提出提高土地利用效益的一些对策和建议。关键词：土地利用；土地利用效益；评价；西安ⅡAb
