7、研究背景:高等医学院校附属医院是一般的医学研究机构或院校所设置的用于临床或实践性的医院,是培养高层次临床医学专家的摇篮,是医学学生理论联系实际的课堂,是医学工作者获得继续教育的阵地,多年来高等医学院校与附属医院互相合作,培养了一大批高素质医学人才。高等医学院校附属医院是承担局部地区医疗技术服务和医学业务指导的权威机构,同时还是医学科研和医学教育重要基地,这些机构的能力建设直接关系到医学的长期发展。在全面竞争时代,此类机构的生存与发展也面临类似企业的社会竞争压力,如何科学决策,充分利用外部政策环境和内部资源能力,必须要有高素质的师资力量队伍和先进的人力
