1、中文摘要全纳教育是上世纪90年代在联合国教科文等国际组织的大力宣传和直接推动下兴起和发展起来的一种全新教育理念。强调每个人都有受教育基本权利，每个人都有其独特的特性、兴趣、能力和学习需要，学校要容纳全体儿蕈并满足他们的教育需要。全纳教育代表着当前教育民主化潮流，在这股潮流中，残疾学生作为一个弱势群体，他们受教育的现状如何，怎样来改善残疾学生在义务教育阶段受教育过程公平的状况，对于促进学生的发展有重要的意义。目前，追求教育公平已经成为世界各国教育改革的主要方向之一，而残疾学生的受教育水平代表着本国或本地区的文明程度。本文从义务教育阶段的残疾学生出发，指出了教育领域的
