1、基于以上研究方法，最后笔者提出了有效构建经济适用房退出机制的思路：(1)政府成立专门管理机构加强对经济适用房的动态监督管理。(2)通过契约等措施明晰产权。(3)确定合理分配增值收益的方案。(4)建立个人信息档案制度。(5)奖惩并举。(6)明确经济适用房退出的实施标准。(7)完善经济适用房关于退出环节的法律法规。对于政府成立经济适用房退出的管理机构，笔者创新性的提出成立自中央到地方四级结构的保障性住房管理委员会，并在保障性住房管理委员会内设退出管理机构专门负责经济适用房退出管理的构想由该管理机构专门负责经济适用房的退出管理。关键词：经济适用房退出机制保障性住房2甲．r一‘q
