2、制度创立之初，信访成了连结党和政府与人民群众的桥梁和纽带。在一定的历史时期，起到了调整社会利益格局、缓和社会内部矛盾的作用。但是随着改革的深入，人民法制观念的增强，一些深层次的潜在的内部矛盾被逐渐被激发，社会纠纷明显上升，突出表现为信访案件的急剧增加。在不断增加的群体上访和个体上访的推动下，国内引发了持续上升的“信访洪峰”。信访也因此成为各党政机关及有关行政机关的职能部门最敏感、最重要的问题。如何切实做好新时期的信访工作，是我们必须认真思考的问题。【关键词】城市化建设信访对策AbstractCi
