2、ALPROVISIONS　　Article1　TheseProceduresarespeciallyformulatedinaccordancewiththePRC，AdministrativeLicensingLawandtheStateCouncil，ReformoftheInvestmentSystemDecisioninordertostandardizetheadministrationofverificationandapprovalofforeign-investedprojects.　　Article2　TheseProceduresshallapplytothev

3、erificationandapprovalofvarioustypesofforeign-investedprojectssuchasSino-foreignequityjointventures，Sino-foreigncooperativejointventures，whollyforeign-ownedenterprises，mergerandacquisitionofdomesticenterprisesbyforeigninvestors，andcapitalincreasebyforeign-investedenterprises.　　PARTTWO　VERIFICA

4、TIONANDAPPROVALAUTHORITIESANDTHEIRAUTHORITY　　Article3　InaccordancewiththeclassificationoftheForeignInvestmentIndustrialGuidanceCatalogue，projectapplicationreportsforprojectsintheencouragedcategoryandpermittedcategorywithatotalinvestment（hereandhereinafterincludingcapitalincrease）ofUS$100millio

5、normoreandprojectsintherestrictedcategorywithatotalinvestmentofUS$50millionormoreshallbeverifiedandapprovedbytheNationalDevelopmentandReformCommission.ProjectapplicationreportsforprojectsintheencouragedcategoryandpermittedcategorywithatotalinvestmentofUS$500millionormoreandprojectsintherestric

6、tedcategorywithatotalinvestmentofUS$100millionormoreshallbesubmittedtotheStateCouncilforverificationandapprovalafterexaminationandverificationbytheNationalDevelopmentandReformCommission.　　Article4　ProjectsintheencouragedcategoryandpermittedcategorywithatotalinvestmentoflessthanUS$100millionand
