3、boundarymovements,wasconsideredtobenecessary.Thus,theCartagenaProtocolonBiosafetytotheConventionontheBiologicalDiversity(hereinafter“theProtocol”)wasadoptedinJanuary2000.InJapan,guidelinesontheUseoflivingmodifiedorganismspreparedrespectivelybytheMinistryofEducation,Sciencea

4、ndTechnology;theMinistryofHealth,LabourandWelfare;theMinistryofAgriculture,ForestryandFisheries;andtheMinistryofEconomy,TradeandIndustryandIndustryhavebeenputintooperation.Inviewoftheimportanceofaninternationalapproachtothepreventionofadverseeffectsoflivingmodifiedorganisms

5、onbiologicaldiversity,theLawconcerningtheConservationandSustainableUseofBiologicalDiversitythroughRegulationsontheUseofLivingModifiedOrganisms(hereinafter“theLaw”)wasformulatedinJapaninordertoestablishasystemforthepreciseandsmoothimplementationoftheProtocol.Thefollowingmatt
