3、tanindependentregulatoryagency,regulationofthescientificmethod;Atthesametime,oneofthereasonswhythatcannotbeignoredisbecauseofourcountryhavebeenunabletoimplementeffectivecontrolofnon-symmetricmeasures.Asthetelecommunicationsindustryfrommonopolytocompetitioninanimportantmeasureofchange,non-
4、symmetriccontrolontheConstructionofthetelecommunicationsindustry,marketcompetitionandthehealthydevelopmentofthetelecommunicationsindustry,hasanirreplaceablerole.However,becauseofChina'stelecommunicationsindustry,theexistenceofnon-symmetriccontrolthecontentofcrude,cumbersomeprocedures,mean
5、sasingle,lowpowerimplementationofthedrawbacks,itisdifficulttoachieveeffectivecompetitioninthetelecommunicationsindustrytopromotetherole.Tothisend,becauseofourcountry'stelecommunicationsindustryforthelegalregulationproblems,combinedwithChina'stelecommunicationsmarketconditionsandtheexperie
