5、notonlythedominantbuteventhesoleintellectualtradition.Foritistheplainfactthatnowadaystherearenoconservativeorreactionaryideasingeneralcirculation.Thisdoesnotmean,ofcourse,thatthereisnoimpulsetoconservatismortoreaction.Suchimpulsesarecertainlyverystrong,perhapsevenstrongerthanmostofu

6、sknow.Buttheconservativeimpulseandthereactionaryimpulsedonot,withsomeisolatedandsomeecclesiasticalexceptions,expressthemselvesinideasbutonlyinactionorinirritablementalgestureswhichseektoresembleideas.Thisintellectualconditionofconservatismandreactionwillperhapsseemtosomeliberalsafor

7、tunatething.Whenwesaythatamovementis"bankruptofideas"wearelikelytosupposethatitisattheendofitspowers.Butthisisnotso,anditisdangerousforustosupposethatitisso,astheexperienceofEuropeinthelastquarter-centurysuggests,forinthemodernsituationitisjustwhenamovementdespairsofhavingideasthati
