1、AbstractInthispaper,theauthorchosethreeindicators,whichiswidelyadoptedintheacademiccircles,includingthescaleofbusiness,operationalefficiencyandrisklevel,tomeasureChina'sbankingregulatoryimplementationeffect.Theuseofindexessuchasgovernmentsupervision,foreignsupervision,
2、independenceofsupervisioninstitution,coversthewholefourmajorregulationmainbodyofChina.ThisstudytriestoillustratetheimplementationeffectfromthefourregulatorybodiesofChinaandinpluralityofdimensions.Thepurposeofthisarticleistoobtaincomprehensiveevaluationvaluesofvariousmo
3、nitoringmeasuresbyreducingthedimensionofthedatafromthemodelofprincipalcomponentanalysis(PCA).Combinedwithoperationdataofthebankingsectorfrom2003to2013,thispaperestablishesregressionmodelsofRiskLevel(FXSP),ScaleofBusiness(YWGM)andOperationEfficiency(YYXL).Contactedwitht
4、hecurrentsituationofthedevelopmentofChina'sbankingsector,thearticlemakeseconomicalinterpretationsforthethreemodelsthroughstatisticaltest.TheresultsshowthatthestatisticisnotsignificantbetweenthesupervisionoftheCBRCandtheoperationeffectofthebank.Problemsexistsuchassevere
5、duplicationandconflictbetweenthegovernmentandotherregulatorydepartments;CBRChaslegislativespeedlagsfarbehindthebanksupervisionevasionspeed;theabsenceofregularrelationshipamongwiththefinancialsupervisioninstitutions.Fromtheperspectivesocialsupervision,becausethepublicfa
6、cesthedeficiencyofprofessionalknowledge,limitationofidentificationcapacity,thesupervisionfromsocialisnotobvious.Whilethegovernmentdidnotfollowthetraditionalviewsonbankingregulation,highnationalizationnotonlydidn`tcausedeclinebankingefficiency,buthasapositiveimpactonthe
7、efficiencyofbankingoperation,andcanmakethescaleofbanksbecontrolledinareasonablelevel,inordertoachieveamoreaprudentstrategicofinternalmanagementandexternalexpansion.ThewaytoenhancetheeffectivenessofthesupervisionoftheCBRC,inadditiontoguaranteethequalityandquantityofthel
