4、notclearlydefinedcrime.Thejudicialpracticeisalsoafloatingpopulationofcrimeandequaltreatmentofordinarycriminaloffenses,inordertobettercrimepreventionandcontrolofthefloatingpopulation,onlyfromtheperspectiveofincreasedcriminalpenaltiesforthefloatingpopulationisnotcompletemanag
