1、华北电力大学工商管理硕士专业学位论文摘要自2002年，以“厂网分离’’为要点的电力体制改革后的五年来，在电源侧初步形成竞争格局，在市场机制日益成熟完善的过程中，在推进实施依法治企的进程中，发电企业在项目审批、安全生产、经营管理面临的法律问题、法律纠纷呈快速增长趋势。本文从行政法律关系、民事法律关系及刑事法律关系三个方面总结归纳了发电企业常见法律问题，梳理其原因和特点，并探讨应对这些法律问题的机制，提出以通过组织建设和制度建设来构建完善发电企业防范法律风险体系的思路，希望对发电企业的健康发展起到些许积极作用。关键词：发电企业，法律问题，应对
