2、hedevelopmentofruraleconomyandsociety,hasbecomethepriorityamongpriorities．Materialguaranteefundingforeducationisnotjustthefocusofattentionofthecompulsoryeducationinruralareas，butalsothekeyofsolvingthepredicamentofruralcompulsoryeducationdevelopment．In2005，((TheNotifica

3、tion、ofDeepeningReformofCompulsoryEducationInEuralChina))hasreleasedthefundsguaranteemechanismforthefurtherdevelopmentofruralcompulsoryeducationreform．Governmenthasincreasedtransferpayments，reformededucationalfinancesystemformplacetoplace，establishednewfundsmechanismfo

4、rruralcompulsoryeducation(hereinafterreferredtoasthe¨newmechanism")gradually．Asanethnicminorityautonomousregionsandalsoanimportantareaofwestdevelopment,howGuangxiZhuangAutonomousRegion(hereinafterreferredtoas¨Guangxi¨or¨themunicipality¨)tofacetoandpromotethereformandde

5、velopmentofnewmechanismisthesubjectofthispaper．IVTheauthorgetinformationsthroughthefieldinvestigationformthedevelopmentofnewmechanisminGuangxi，bytakingtheCountyofLonganasacaseofin-depthresearch，andcombiningwiththetheoryofPublicGoods、EducationEquityandPrincipal·agent．On
