TheQuebecResolutions,October,1864(The72Resolutions)1.ThebestinterestsandpresentandfutureprosperityofBritishNorthAmericawillbepromotedbyaFederalUnionundertheCrownofGreatBritain,providedsuchUnioncanbeeffectedonprinciplesjusttotheseveralProvinces.
2.IntheFeder
2、ationoftheBritishNorthAmericanProvinces,thesystemofGovernmentbestadaptedunderexistingcircumstancestoprotectthediversifiedinterestoftheseveralProvinces,andsecureefficiency,harmonyandpermanencyintheworkingoftheUnion,wouldbeageneralGovernment,chargedwithmattersofcommoni
3、nteresttothewholecountry;andLocalGovernmentsforeachoftheCanadas,andfortheProvincesofNovaScotia,NewBrunswickandPrinceEdwardIsland,chargedwiththecontroloflocalmattersintheirrespectivesections.ProvisionbeingmadefortheadmissionintotheUnion,onequitableterms,ofNewfoundland
4、,theNorth-WestTerritory,BritishColumbiaandVancouver.
3.InframingaConstitutionfortheGeneralGovernment,theConference,withaviewtotheperpetuationofourconnectionwiththeMotherCountry,andtothepromotionofthebestinterestsofthepeopleoftheseProvinces,desiretofollowthemodelofthe
5、BritishConstitution,sofarasourcircumstanceswillpermit.
4.TheExecutiveAuthorityorGovernmentshallbevestedintheSovereignoftheUnitedKingdomofGreatBritainandIreland,andbeadministeredaccordingtothewell-understoodprinciplesoftheBritishConstitution,bytheSovereignpersonally,o
6、rbytheRepresentativeoftheSovereigndulyauthorized.
5.TheSovereignorRepresentativeoftheSovereignshallbeCommander-in-ChiefoftheLandandNavalMilitiaForces.
6.ThereshallbeaGeneralLegislatureorParliamentfortheFederatedProvinces,composedofaLegislativeCouncilandaHouseofCommon

7.ForthepurposeofformingtheLegislativeCouncil,theFederatedProvincesshallbeconsideredasconsistingofthreedivisions:1stUpperCanada,2ndLowerCanada,3rdNovaScotia,NewBrunswickandPrinceEdwardIsland;eachdivisionwithanequalrepresentationintheLegislativeCouncil.
