2、tyandinternationalconsistencyofbankcapitalandliquidity,constrainsthebuild-upofleverageandmaturitymismatches,andintroducescapitalbuffersabovetheminimumrequirementsthatcanbedrawnuponinbadtimes.”2InNovember2011,theLeaders,attheirsummitinCannes,emphasisedtheimportanceofimplemen
3、tingBaselIII:“Wearecommittedtoimprovebanks'resiliencetofinancialandeconomicshocks.Buildingonprogressmadetodate,wecallonjurisdictionstomeettheircommitmenttoimplementfullyandconsistentlytheBaselIIrisk-basedframeworkaswellastheBaselII-5additionalrequirementsonmarketactivitiesa
4、ndsecuritisationbyend2011andtheBaselIIIcapitalandliquiditystandards,whilerespectingobservationperiodsandreviewclauses,startingin2013andcompletingfullimplementationby1January2019.”3ThisinterimreportdetailstheprogressthemembersoftheBaselCommitteeonBankingSupervision4havemadet
