1、摘要随着中国经济的飞速发展、人口剧增，城市化成为社会发展的总趋势，旧城改造成了当前国内大多数城市普遍面临的课题。土地有偿使用、住房制度改革以及大量外资引进，使我国的旧城改造获得新的动力和契机。随着市场经济体制的建立，房地产的大量开发，在经济利益驱动下，旧城的开发建设存在一定盲目性。同时，旧城改造也给悠久的历史文化遗产带来了空前的破坏。我国是一个文化遗产破坏最严重的国家之一。旧城区传统历史风貌、人文景观的破坏，物质环境老化，历史文化特色消失等问题一直困扰着我们。让旧城区重现昔日的繁荣、合理保护古城的文化遗产、增加城市的精神功

2、能已成为当今世界范围内研究城市发展的新课题。因此，旧城改造中文化遗产保护的研究在现阶段具有更多的现实意义。论文在城市发展与旧城改造的研究基础上，重点分析旧城改造过程中面临的历史文化遗产保护的问题，分析了国内外历史文化遗产保护的研究现状，通过借鉴国内外成功的遗产保护经验，划分了我国城市文化遗产保护的层次，阐述和分析了保护原则，对其中存在的问题进行了总结与思考。论文分析了保定城市发展现状及历史文化特点，并选取三个旧城改造实例及西大街历史街区的保护实例分别做了实证分析。最后针对实例做出总结与建议，试图探索出一条真正可行的发展思路
