1、医疗机构科研能力评价体系研究摘要：0的建立一套针对医疗机构科研项0能力评价的指标管理体系，并对医疗机构科研项目能力评价体系的必要性、目的、意义进行阐述。方法使用德尔菲法，通过两轮的专家函询，综合采用文献搜索分析和理论研究，对医疗机构科研能力评价的现状及存在的问题进行分析。结果本研宂筛选出了100项评价指标，包括4项为一级指标，由一级指标派生出的4项二级指标及二级指标派生出的三级指标，这样就构成了本研究的二、三级指标。赋予指标体系中的一、二、三级指标不同的权重值。建立了医疗机构科研项冃全程评价指标体系。结论评价指标体系考虑到了医疗机构的各个方面，建立针对医疗机构科研项目能力评价的指标体

6、words：Medicalinstitution；Scientificresearchproject；Problem?t学科研项目是医疗机构为了培养科技人才，鼓励医务人员进行科技研宂，营造良好的学术环境，结合临床工作幵展的医学研宂，主要包括疾病诊断和治疗方法研宄、基础与临床相结合的研究、专项研究、医疗机构管理研宄等项目。在医院进行科研项目已成为医疗机构塑造骨干人才，建设一级学科，提高科研水平的一种重要手段。面对这一发展趋势，医疗机构科研能力的评价是现代项目管理的重要内容和基础性的工作，评价体系的建立显得越来越重要。本文合采用文献搜索分析和理论研究，建立一套针对医疗机构科研项目能力评价

7、的指标管理体系［1］。1资料与方法1.1研究方法采用德尔菲法，该法又被称为专家意见法，本方法建立从基础研究类型的医学科研项目的全过程评价指标体系。对每一级指标分别进行两轮的专家咨询，逐步完善，建立医疗机构项冃能力评价的体系。1.2专家的遴选从研宄的目的出发，遴选全国范围内熟悉对医疗机构的科研项目30名，在行政管理、公共卫生、临床医学和社会保障等方面具有一定科研的实践的经历、督导检査经历，具有一定的管理经验［2］。1.3初步建立指标体系框架通过查阅相关文献和
