1、----AbstractChapterIintroducestheoverviewofEnergyPerformanceContracting(EPC).Firstly,theauthorintroducestheconceptofEPC,andthen,thefourcharacteristicsofEPC:highefficiencyofenergysaving,zeroinvestmentforthecustomers,andguaranteeofenergysavingandtheimprovementofenterprise’simage.Afterthat,authordis
2、cussesthetypesofenergysavingcontracts:benefitsharing,energy-savingguaranteeandenergyexpensesentrustingcontracts.Finally,thetheoreticalbasisforEPCiselaborated.Astheexternaldiseconomycausedbythecarbonbasedenergyproductionandconsumptionisanimportantleadingfactorforenvironmentpollutionandclimatechang
3、e,EPCisagoodchoiceforoursocietyasthismechanismcanhelpusinternalizetheenergyandenvironmentcosts,andrealizetheeffectiveutilizationofenergyandachievethegoalofsustainabledevelopment.ChapterIIexaminescarefullythestatusquoofEPCinChina.Intheeyesoftheauthor,manyobstaclesneedtobecleared:theunsmoothchannel
4、forfinancing,thehightaxation,imperfectcreditsystem,absenceofanauthoritativeimpartialcertification,andthesystematicobstacleofgovernmentalprocurement.ChapterIIIdiscussestheexistinglawsandpoliciesonEPC.InChina,statelawsprovidesomeprinciplesforEPCandadministrativeregulationsandotherpoliciesgiveanimpo
5、rtantsupportonfinanceandtaxation.Afterthat,anexaminationontheproblemsoflawsandpoliciesisconducted:lackofconcretestandardizedindustryadministrativeregulations,andscarcetypesofEPC.Theseobstacles,ifnotclearedtimely,wouldhamperthedevelopmentofEPC.---ChapterIVintroducesthesuccessfulpracticesonEPCinthe

Korea.Thesesuccessfulpracticeswouldbenoticedasimportantreferentialexperiencesfor
China.InChina,arelativelyperfectadministrativeregulatorysystemshouldbeestablishedon
EPC.Moreover,thefinancialenvironmentshouldbeimproved,andthescaleofgovernmental
procurementshouldbeenlarged.Toi

environmentaltaxshouldbecollected.TheguildcanplayamoreactiveroleinEPCpractice.
