4、onalcommunity.Someholdthattheeffectoftheforeignrelatedadoptionshallbegovernedbylexpersonalisoftheadopterorthatoftheadoptee,orlexpersonalisoftheadopterandadoptee.Somemaintainthattheeffectoftheforeignrelatedadoptionshallbegovernedbylexforiorthelawoftheplacewheretheadoptiverelationshipise

5、stablished.TheothersevenadvocateEclecticismclaimingthattheeffectoftheforeignrelatedadoptionshallbegovernedbytheprincipleoftheclosestconnectionrelatedtotheadoptedchild’swelfare.InChina,whiletheCivilCodeisappealedfortheoreticallyandpractically,andwhiletheCodeofPrivateInternationalLawisur

6、gedtobecodified,itisnecessarytoconsiderthenewcharacteristicsofinternationalfloatingpopulationundertheframeofWTO,particularlytoanalyzeandstudythetropismoftheChineselegislationabouttheapplicablelawintheeffectoftheforeignrelatedadoption.Inordertoprotecttheinternationalunificationprocessor

7、theconvergenceoftheeffectoftheadoptionconcerningforeigncountries,weshouldattempttomakelawstoreduceorremovelimpingadoption.随着人类社会的发展，人们不断从封闭走向开放，不同地区、不同国家之间的合作与交流U益加强。在各国经济贸易往来的某础上，不M国家与地区之间的政治、文化乃至宗教等方面的联系越來越密切，不M国家与地区之间的人员流动円益频繁而且规模不断扩大，各国人比之间相亙杂坫的现象增多，这样便产牛了跨国或跨地区的收养关系。这种跨国或跨地区的收养关
