internationaltradeinServiceshasappeared.Ontheonehand,thisisduetothevigorous
promotionofdevelopedcountriesheadedbyUSA;ontheotherhand,itbenefitsmost
countries,desp
3、iteahugegapbetweenthedevelopedanddevelopingcountriesintermsof
benefitsattained.LiberalizationofInternationalTradeinServicesisadouble-blade

countries.Itisjusttheinterestdifferencesandconflictsbetweencountries,andchallenges
andrisksthatdeterminetheslowprogressiveprocessoftheliberalizationoftradein
services.Inthisprocess,thebenefitistobeobtainedwhiletheriskshouldbeevadedfrom
5、liberalizationoftradeinservices.Inordertoachievesuchagoal,themostfundamental
wayistoestablishasetofMechanismofSafeguardMeasures,underwhichthetrade
liberalizationwillnotbehinderedandtheconditionsofunder-developedcountriesand
theirindustrieswillnotbeworsenedeither,thu

alleviating.Therefore,thesafeguardmeasuresaremeansagainstthenegativeinfluenceof
tradeliberalizationaswellasaninstrumentfordodgingtheriskofthetradeliberalization.
