"KyotoProtocol";thesecondphaseistheinternationalcommunityhowtoarrange
issuessuchasgreenhousegasemissionreductionafterthepost-2012year.

internationalobligationsarethetwoimportantvariablestodeterminethenegotiation
positionsofChina.However,singalnationalinterestsorinternationalobligations
couldnotexplainthenegotiationpositionsofChinaandherschanges.Simply
pursuitingnational
4、interestswhileignoringtheinternationalobligationsofaresult,
Chinawillbeunderenormouspressuresfromtheinternationalonemissionreduction,
damagingnationalimage,andultimatelycouldnotreallyfightforandpreserveher
nationalinterests;toomuchemphasisingoninternationalobligationsandignoringor
underestimat
5、ingtheimportanceofnationalinterestswillnotinfavorofChina's
economicdevelopmentandpeople'slivingstandards,afterall,righttodevelopment
couldnotbeeventuallymaintened,andpromisescouldnotbetrulyfulfill.Since

interestsandinternationalobligations,twoofwhichdetermineChina'snegotiation
positionsandpoliticalbehaviors.Ontheonehand,Chinaemphasizesonsafeguarding
hercoreinterestsonthesurvivalanddevelopment:pursuitingeconomicdevelopment,
