3、willaccompanythewholeprocessofChina'sdevelopmentofeconomyandconstitutetheproblemofdisputesbetweenChineseandwestern,soitisanimportantlegalissueourcountryfacingcurrently.Since2002,theissueofRMBexchangeratehasbecomeoneofthehotspotoftheinternationalcommunity,inspiteoftheRMBexchangeratesystem
4、reformsinceJuly,2005—"onthebasisofmarketsupplyanddemand,referencetoabasketofcurrencies,managedfloatingexchangeratesystem"andappreciatingRMBratemadethedisputeeasedtemporarily.ButastheglobalfinancialcrisistriggeredbytheU.Ssubprimemortgagecrisis,westerncountries’accusingofRMBexchangeraterap
5、idlyheatup.OnthelegallevelwesterncountriesmainlyaroundtwomainlinesabouttheRMBexchangerate:oneisaccusedoftheChinesegovernmentmadeanunderestimatedexchangerateartificiallyandmanipulatedforeignexchangemarket,breachoftheIMFarticle4ofavoiding“currencymanipulation”undertheinternationallawobliga
