onwhethertheyareacrossthenationalboundaries.Thisarticleistoexplorethe
internationalmigration,whichismigrationaccordingtotheinternationallaw.Asthemosteconomically

doesnotonlyattracttensofthousandsofAfricanpeople,butitalsoattractspeoplefar
awayfromtheAfricancontinenttoimmigratehere.Althoughkindsofhigh-qualitytalents,
especiallythosewithprofessionalskillshavemadegreatcontributiont

development,ahugemigrationofpeopleintoSouthAfricahasbesetthiscountry.
PeopleinSouthAfricaputanendtotheracistdominationin1994,andestablisheda
newSouthAfrica,whosegovernmentisdeterminedtoshakeofftheapartheidsystem
disgustedbyeverycountryandeliminateitsnegat
5、iveeffects.Therefore,manylaws
relatedtotheracisthavebeenabolished.SouthAfrica'sdomesticdemandfornew
immigrationhasbeenhighsince1996.Eventually,after6years’efforts,theSouth
Africangovernmentdrewupandpromulgatedanewimmigrationlawin2002.Thislaw
makestheprovisionfortheres
6、idencesystemfortheforeignersinSouthAfrica,andit
alsodeclaresinthepreface“theprotectionofhumanrights”and“thehostilityto
foreignersisforbidden”.Theseshowthatthenewimmigrationcontrolsystemwiththe
coreofthenewimmigrationhasbeenfoundedinSouthAfrica.However,peoplehavefocuse
7、dtoomuchontheOccidentalmigrationlawsandthe
policyinterpretations,buthavepaidtoolittleattentiontomanynewlydeveloping
countrieswhichhavebecometheimmigrants’targets,suchasSouthAfrica.Therefore,
scholarsbothathomeandabroadhaveneverexploredSouthAfrica’simmigrationlaws
