2、GaoSuyingDecember2013万方数据万方数据万方数据万方数据摘要近年来，京津冀地区已处于快速发展阶段，但现存的城乡二元结构问题已逐步限制其发展，有效消除城乡二元结构是其发展的必然趋势。国内外的城市化发展经验表明城乡统筹发展是打破城乡二元结构，解决农村、农民以及农业问题的有效途径。通过分析京津冀地区现存的经济、社会以及环境等各种问题，构建该地区的城乡统筹发展模式具有重要意义。本文研究总体上按照规范分析和实证分析相结合方式展开的。首先，梳理有关城乡统筹发展的相关理论。通过对国内外城乡关系发展进程的研究发现城乡融合发展是其必然趋势。其次，总结国内外城乡统筹

3、发展的经验成果。本文通过对城乡统筹发展动力机制、国内外发展模式及经验总结发现，由于我国城乡统筹发展基础薄弱，社会问题复杂，城乡统筹发展将是一个长期而艰巨过程，因地制宜的选择相应发展模式是促进其发展的有效途径。再次，京津冀城乡统筹发展综合评价。本文通过采用面板数据对京津冀城乡统筹发展现状分析和通过构建城乡统筹发展指标体系，采用截面数据对其综合发展水平进行评价，综合得出京津冀地区发展不均衡。总体呈现：北京和天津发展水平最高，沿海地区发展次之，冀中南以及环首都地区发展较低。最后，根据前期数据分析结果提出各地区相应的发展模式。总体上，京津冀地区采取以工业化促进城乡统筹发展

4、模式；根据实际发展水平，京津地区采用大城市郊区城镇化模式；沿海地区采用增长极发展模式，冀中南以及环首都地区采用工业化、城镇化、农业现代化相结合发展模式。并对各种模式的实行提出需注重的问题以及保证其有效进行的政策建议。关键字：城乡统筹发展京津冀主成分分析I万方数据II万方数据ABSTRACTInrecentyears,Beijing-Tianjin-Hebeiregionhasbeeninarapiddevelopmentstage, buttheexistingurban-ruraldualstructurehasbeengraduallyrestrictedit
