2、mingcommonplaceintheprogressiveeducator'svocabulary.Still,thereisnowidespreadfamiliaritywiththeconceptofmoderndistanceeducationinEstonia.Distanceeducationisassociatedbymostpeoplewiththekindofcorrespondenceeducationthatwasofferedundertheoldregimeandisoftenal

3、soassociatedwithitsmostevidentmanifestation,i.e.technology.ItisthereforeimportanttoconveyanunderstandingofmoderndistanceeducationtotheEstonianeducationalsystems(Distance1993).AttheirmeetingJanuary29,in1993,theNordicCouncilofMinistersmadearulingtosupporttheA

4、ctionProgrammefortheBalticcountriesandneighbouringareas.InthisActionProgrammeprovisionswerealsomadeforeducationalprojectsindistanceeducation.Onthisbasis,theCouncilacceptedanapplicationfromthePresidentoftheEuropeanDistanceEducationNetwork(EDEN)onbehalfofthen

5、ationalassociationsofdistanceeducationinFinland,Norway,andSwedentoperformafeasibilitystudyintheBalticcountries.Theaimsofthefeasibilitystudywereto:•assessthestateofartofdistanceeducationinthethreeBalticstates,aswellasto•identifytheneedsthatexistforfurtherdev

6、elopmentofdistanceeducationintheregion(Distance...,1993).InMarch1993theCentralandEasternEuropeancountriesproposed,intheframeworkoftheworkinggrouponregionalinitiativesinhumanresources,toestablishaRegionalDistanceEducationNetworkinco-operationwithPHARE.Asafir

7、ststepafeasibilitystudyonthedevelopmentofsuchaRegionalDistanceEducationNetworkinCentralandEasternEuropewascommissionedandtheEuropeanAssociationofDistanceTeachingUniversities(EADTU)wascontractedtocarryoutthisstudywiththeMinistryofCultureandEducationofHungary
