2、laceintheprogressiveeducator'svocabulary.Still,thereisnowidespreadfamiliaritywiththeconceptofmoderndistanceeducationinEstonia.Distanceeducationisassociatedbymostpeoplewiththekindofcorrespondenceeducationthatwasofferedundertheoldregimeandisoftenalsoassociatedwithitsmos

3、tevidentmanifestation,i.e.technology.ItisthereforeimportanttoconveyanunderstandingofmoderndistanceeducationtotheEstonianeducationalsystems(Distance1993).AttheirmeetingJanuary29,in1993,theNordicCouncilofMinistersmadearulingtosupporttheActionProgrammefortheBalticcountri

4、esandneighbouringareas.InthisActionProgrammeprovisionswerealsomadeforeducationalprojectsindistanceeducation.Onthisbasis,theCouncilacceptedanapplicationfromthePresidentoftheEuropeanDistanceEducationNetwork(EDEN)onbehalfofthenationalassociationsofdistanceeducationinFinl

5、and,Norway,andSwedentoperformafeasibilitystudyintheBalticcountries.Theaimsofthefeasibilitystudywereto:•assessthestateofartofdistanceeducationinthethreeBalticstates,aswellasto•identifytheneedsthatexistforfurtherdevelopmentofdistanceeducationintheregion(Distance...,1993

6、).InMarch1993theCentralandEasternEuropeancountriesproposed,intheframeworkoftheworkinggrouponregionalinitiativesinhumanresources,toestablishaRegionalDistanceEducationNetworkinco-operationwithPHARE.AsafirststepafeasibilitystudyonthedevelopmentofsuchaRegionalDistanceEduc

7、ationNetworkinCentralandEasternEuropewascommissionedandtheEuropeanAssociationofDistanceTeachingUniversities(EADTU)wascontractedtocarryoutthisstudywiththeMinistryofCultureandEducationofHungaryasco-ordinator.Feasibilitystudiesonthedevelopmentofmoderndistanceeducationwer
