4、henumberoffarmworkersdecreasedandthenumberoffactoryworkersincreased.Thisexampleclearlydemonstratesthemobilityofthelaborforce.     Inthesecondplace,theauthorassumesthatthegovernmentproposaltocutfundsforaidtoeducationwillhaveasignificantnegativeimpactontheabilitytotrainworkersintechnicalandprofessio
