1、东北大学MPA专业学位论文摘要我国公务员绩效评估体系的研究摘要为公民和社会提供优质高效的服务是政府的职责。当代各国的行政改革，莫不以建立以绩效为导向的公共管理为其追求目标。因而，政府绩效评估作为一项有用的管理措施，向来受到广泛的关注。在西方，自二十世纪70年代后，随着政府成本意识的强化和公民监督意识的加强，政府绩效评估更是作为一项重大的政治活动而蓬勃展开。在中国，随着政府机构体制改革的深化，特别是“立党为公，执政为民”意识的不断深入人心．政府公务员绩效评估问题也开始引起了广泛的重视。绩效评估是一个被广泛运用的概念，随着现代政府机构职能发展，越来越为人所重视。从政府机构内部

2、管理的角度来说，通过绩效评估使公务员工作目标与政府机构公共管理目标结合起来，从而有助于这一目标的实现。政府机构通过这一手段，可以掌握公务员差距与优势，从而为公务员的职位调整、培训学习提供依据。公务员也可以获得公平的待遇，发现自身的缺陷从而扬长避短，使工作得到持续改变。鉴于此，本文针对目前国内政府机构人事管理的薄弱环节，从方法层次着眼，解决绩效评估过程中存在的问题，使之具备操作性和实用性。本文的研究目的意欲针对现代政府机构设计一套比较科学合理的绩效评估体系供其应用，以达到尽量避免目前评估中的误区及弊端，调动公务员的工作积极性、主动性、创造性，提高组织效率，实现公共管理目标：
