1、哈尔滨1。拌人学硕十学付论文摘要激励理论的研究，不仅在西方发达国家有增无减，在中国也日益升温，“激励研究热”成了一种全球性现象。对我国公务员来说，解决激励管理问题，建立科学有效的激励机制显得更为紧迫。本文从我国公务员的激励现状入手，从理念、制度和技术层面分析了目前的状况，在分析出问题的基础上，从政治、经济和文化方面挖掘了问题存在的原因。进而参照西方发达国家先进有效的激励理论和马克思主义激励理论，从实证角度，总结出了西方各国公务员激励的成功案例，即完善的公务员法律和制度，遵循功绩制原则和完善的考核制度、奖金晋升制度，高薪养

2、廉的工资制度，严格的惩戒制度，有效地监督机制和高效的培训激励机制。吸取国外宝贵的经验的前提下，提出完善我国公务员激励机制措施：坚持以人为本、同步激励、目标结合、功绩制原则、服务标准、公平竞争和能力本位原则；以政治、经济和文化创新来‘提高公务员激励机制的运行效率；以法治、全力保障机制、具体的激励制度和科学的绩效考核体系作为公务员激励机制的保障和基石；采取声誉与成就激励，工作满意度激励、目标激励、规划激励、参与及自我激励等多形式的激励方法来完善我国公务员激励机制。关键词：公务员；激励机制：激励措施哈尔滨f+桴大学硕十学位论文
