2、isionsChapterIIDataMessageChapterIIIElectronicSignatureandCertificationChapterIVLegalResponsibilityChapterVSupplementaryProvisionsChapterIGeneralProvisionsArticle1ThisLawisenactedinordertostandardizeactsofelectronicsignature,validatethelegaleffectofelectro
3、nicsignature,andsafeguardthelawfulrightsandinterestsofthepartiesconcerned.Article2ForthepurposesofthisLaw,electronicsignaturemeansthedatainelectronicformcontainedinandattachedtoadatamessagetobeusedforidentifyingtheidentityofthesignatoryandforshowingthatthe
4、signatoryrecognizeswhatisinthemessage.ThedatamessageasmentionedinthisLawmeanstheinformationgenerated,dispatched,receivedorstoredbyelectronic,optical,magneticorsimilarmeans.Article3Thepartiesconcernedmayagreetouseornottouseelectronicsignatureordatamessagein
5、suchdocumentationsascontractsandotherdocuments,receiptsandvouchersincivilactivities.Thelegaleffectofadocument,withregardtowhichthepartiesconcernedhaveagreedtouseelectronicsignatureordatamessage,shallnotbedeniedonlybecausetheformofelectronicsignatureordatam
6、essageisadopted.Theprovisionsoftheprecedingparagraphsshallnotbeapplicabletothefollowingdocuments:(1)documentsrelatingtosuchpersonalrelationsasmarriage,adoptionandsuccession;(2)documentsrelatingtothetransferoftherightsandinterestsresidinginsuchrealestateasl
7、andandhouses;(3)documentsrelatingtoterminationofsuchpublicutilityservicesaswatersupply,heatsupply,gassupplyandpowersupply;and(4)othercircumstanceswhereelectronicdocumentationisnotapplicable,asprovidedforbylawsandadministrativeregulations.ChapterIIDataMessa
