3、ationandRecruitment”，inwhich“topromotethebuild-upofthetestingandassessmentsystemofforeignlanguageproficiency”wasfirstlyclarifiedfromthenationallevel.　　Topromotethis，weneedtopaymuchattentiontothefollowingcriteriasandbasicprinciples：　　I.ThekeyishowtousetheScalesoflanguageprofic

4、iency　　ItisamilestonetodesigntheScalesofEnglishlanguageproficiencyinChina.ButsimilartootherreformslikeGaokao，itisnoteasytoimplementthescalesinforeignlanguageteaching，learning，andassessmentamongsuchalargepopulationandvastland.Therewillbeagapbetween“existing”and“implementing”of

5、theScales.ItmighttakeeffectinsomeregionsevenaftertheScaleshaveexistedforalongtime.　　II.DesignExaminationsbasedonSCALES　　SCALESplaysanimportantrole-abasicreferenceforallforeignlanguageexaminations.TodesignexaminationsbasedonSCALESmayguaranteeasystematicandscientificexamination

6、.TakeCETforexample，wehavespentmuchtimeandmoneyonitbutitisfarfromsatisfactory.Oneofthemostimportantreasonsisthelackofthecommonandcontinuousreferenceforforeignlanguageteachers，learners，usersandassessmentspecialists.　　III.DesignSCALESandExaminationsbasedonrelevantResearches　　Vis

7、ionguidesactionanddirectiondeterminesthefuture.WeneedcarryoutalargenumberofrelevantresearchesbeforewedesignSCALESorexaminations.Bothhavetheirownregulations.Allactionsshouldbebasedonrelevantresearches.Westronglysuggestthatmoreandmoreconferencesandseminarsonthishotissuebesponso
