2、二元社会保障体系已经形成和固化，农民工长期被排除在医疗保障制度之外。现阶段，基于农民工健康保障问题的重要性和农民工对医疗保险需求的迫切性，就农民工医疗保险问题进行研究，对于解决“三农”问题，推进城市化建设，完善医疗保险制度，推动社会公正和谐，具有重大的理论意义与实践意义。本文以医疗保险相关理论为指导，结合中央和地方出台的一系列针对农民工的医疗保险政策，对我国农民工医疗保险现状进行研究，分析我国农民工医疗保险存在的问题及原因。针对所存在的政策适用范围混乱、可及性差、筹资机制不合理及医保关系接续难等问
