1、摘要本文以C基金会为个案，运用组织社会学的理论分析框架，从一个侧面对当前中国“自上而下”型非政府组织的运作逻辑进行了初步的探讨。调查发现，C基金会的目标与政府的人口战略密切配合；资源获取途径高度依赖于政府机关；主要干部的调入和任命主要由政府决定；主要的项目得到了政府的支持或者默许。本文在对非政府组织与政府的互动关系进行探讨的基础上，也对其正在逐步成长的自主性进行了初步的分析。全文共分六章：第1章，阐明研究问题的背景；述评相关文献；构建研究视角与分析框架，并阐明本研究的意义；说明研究方法和资料来源。第2至5章是论文的主体部分：第2章考察了C基金

2、会成立的社会背景，分析了宗旨、任务的演变过程，并归纳了组织目标的特点；第3章考察了C基金会的资源筹集情况，并对资源动员模式进行了分析；第4章考察了C基金会的组织结构演变过程和运作职能，并对其特点进行了描述；第5章在描述C基金会主要项目运作情况的基础上，探讨了项目开发与组织成长的关系。第6章是结论部分，对C基金会运作方面的一些特点进行了总结，并就非政府组织的自主性、非政府组织与政府的互动障碍，以及非政府组织的发展前景进行了探讨。关键词：组织非政府组织基金会运行机制IAbstractUsingthecaseofCFoundationandemp
