2、0mm;branchofficesshallbebindingonbothends,eachcore第二届淮海科学技术奖工作总体方案（讨论稿）一、项目申报、形式审查和初评、推荐阶段（4—7月）1、项目申报：淮海科技奖各成员市委员会要广泛发动，联系学会、高校、科研单位和重点企业等，分别按照《淮海科学技术奖科技创新成果申报书、《淮海科学技术奖科技人才申报推荐书》进行申报；2、形式审查：淮海科技奖各成员市委员会办公室对申报的项目材料，及时组织开展形式审查，检查各项申报资料是否符合要求，是否进行科技查新，按照《淮海科学技术奖科技评价指南》开展科技评价等工

3、作;3、初评和推荐：各成员市建立专家库，组建市级专业评审委员会，开展项目和人才的初评工作，形成推荐意见报送淮海科技奖委员会办公室。二、项目复审和终审、答辩阶段（8—9月）淮海科学技术奖委员会办公室审核和汇总各成员市报送的推荐项目材料，提交淮海科学技术奖委员会专业评审工作委员会，根据项目的学科分布情况组建学科专家组，开展复审和终审、答辩工作，拟定评奖等级意见。三、项目公示和颁奖阶段（10—11月）beconsistentwithinthesamedisk.Alternateunifiedcorerequirementsplacedontheterm
