2、theworldregardChina'sexportcommoditiesasthemaintargetsofanti-dumping.Therefore,tounderstandandgrasptheanti-dumpingtheoryandregulationsrelatingtointernationaltrade,researchandanalysisofforeignanti-dumpingsituationandreasons,andputsforwardcorrespondingcountermeasur
3、esandsuggestions,fortheeliminationofforeigntradebarriers,promoteeconomicdevelopment,hasaveryimportantpracticalsignificance.First,thenatureandroleofanti-dumpinglawininternationaltradeDumpingistheactofartificiallysellingaproductatapricebelowthenormalvalueinacountry
4、andcausingsubstantialharmtoitscountry.Ininternationaltrade,themotivesfordumpingarevaried,butnomatterwhatthemotiveis,itisessentiallyanunfairtrademeasure.Therefore,inpracticenotonlybygovernmentsandenterprisesoftheimportingcountriesagainst,butalsoforbiddenbytheinter
5、nationalcommunity,theinternationalcommunityandcountriesgavefullattentiontothedumping,andrestrictedbyconventionsanddomesticlegislation.Theinternationalanti-dumpinglawwasborninJanuary1948,theSixthGeneralAgreementonTariffsandtrade(GATT),whichcameintoeffecttemporaril
6、y.Thisprovisionclearlyannouncedanti-dumpingbehaviorshouldbecondemned,thepartiesareentitledtotherighttoresistdumping,anti-dumpinghasbecomeabasicprincipleofGATT,afreecompetitionundertheconditionsofcompetitionrulestoregulatethebehaviorofenterprisestoparticipateinthe
7、competition,protectingthemarketeconomicorderoffaircompetition.Fordecades,theinternationalanti-dumpinglawhasbeencontinuouslydevelopedandimproved.Formedin1967"antidumpingregulations"onthebasisofthe"1979antidumpingcode",toentrusttotheimportcountryinanti-dumpingproce
