1、摘要国有企业是我国国民经济的基础，是经济体制改革的主攻方向，是我国社会主义经济的命脉和支柱，是社会主义建设的最重要的物质基础。它在经济建设和社会发展中的地位重，行业覆盖广，经济占比大，历史包袱重。因此，研究国有企业亏损问题仍然具有重要的理论与实践价值。随着经济危机的爆发，国有企业由于受国家宏观调控政策等客观因素和其它主观原因的影响，导致企业机制不稳、包袱沉重、经济效益不高，亏损率加大，亏损额居高不下，已严重影响了我国经济的发展和社会的稳定。因此，搞好企业扭亏增盈工作是当前项迫切重要的任务。为此，只有正确、客观地认识国有企业的现状，才能对症下药，采取正确的、符合实际的措施
