2、reaseinthenation'spopulationofpeopleofcolorthathasoccurredsincetheywerepublishedsixteenyearsago.Thepercentageofpeopleofcolorinthenationwillcontinuetorisethroughouttheearlydecadesofthenextcentury.Indeed,the1990censusrevealedthatoneoutofeveryfourpeoplewholiveintheUnitedStatesisapersonofcolor
3、andthatoneoutofeverythreepeoplewillbeapersonofcolorbytheturnofthecentury.Likewise,theethnicandracialmakeupofthenation'sclassroomsischangingsignificantly.Studentsofcolorconstituteamajorityintwenty-fiveofthenation'slargestschooldistrictsandinCalifornia,ourmostpopulousstatewithapopulationofth
4、irtymillionpeople.Studentsofcolorwillmakeupnearlyhalf(46percent)ofthenation'sschool-ageyouthby2020,andabout27percentofthosestudentswillbevictimsofpoverty.Oneimportantimplicationofthesedemographictrendsisthateducationinthetwenty-firstcenturymusthelplow-incomestudentsandstudentsofcolortodeve
5、loptheknowledge,attitudes,andskillsnecessarytoparticipateintheworkforceandinsociety.Thisgoalisnotpossiblewithoutrestructuringschools,colleges,anduniversities,andinstitutionalizingnewgoalsandidealswithinthem.Ascurrentlyconceptualizedandorganized,schoolstodayareunabletohelpmostlow-incomestud
6、entsandstudentsofcolorattainthesegoals.Anotherimportantimplicationofthedemographicimperativeisthatstudentsfromallsocialgroups,i.e.,class,racial,ethnic,cultural,andgender,mustattaintheknowledge,skills,andcompetenciesnecessarytoparticipateinpublicdiscourseandcivicactionwithpeoplewhodifferDis
