3、020issimply‘tomakeajourneyonNorthernIreland’sroadsthesafestintheworld’.Oneofthekeychallengeswemustaddressishowtoprotectouryoungandothernewdriversfromkillingandinjuringthemselvesandotherroadusers.Iamtroubledbytheunacceptablyhighnumberofyoungandothernewdriversinvolvedinfatalandseriouscollis

4、ionsonourroadseachyear.Iknowmyconcernsarewidelysharedbecausethefactsarestark.Almostafifthofnewdrivershassomekindofcollisionwithintheirfirstsixmonthsofdriving.Youngcardriversaretwiceaslikelytoberesponsibleforafatalorseriouscollisionthanolderdrivers.Between2004and2008,17to24yearolddriverswe

5、reresponsiblefor1in4ofourroadfatalitiesand1in5ofallroadseriousinjuriesinNorthernIreland.Thisamountsto163deathsand1,237seriousinjuries.IdonotacceptthattheproblemofnewdriversistoodifficulttofixandIdonotacceptthatouryoungpeopleshouldbeallowedtocontinuetobeinvolvedinfatalandseriouscollisionsa

6、ttheratestheyaretoday.Thatiswhywehaveatargetinthenewstrategytoreducebyatleast55%thenumberofyoungpeoplekilledorseriouslyinjuredonourroads–theonlypartoftheseislandstohavesuchatarget.Ifwearetoachievethistarget,itisclearthatwemustimprovehowwetrainandtestdriverstoensurethattheyarecompetentands

7、afewhentheystarttodriveunaccompanied.Thecurrenttrainingandtestingregimeisnotfitforpurpose.Currentlyweputtoomuchemphasisontestingabilitytocontrolavehicleandperformarangeofbasicmanoeuvres.Notenoughattentionispaidtothemotivations,attitudesandbehavioursweknowarelinkedto
