1、专业硕士学位论文基础设施PPP项目融资风险分担研究培养单位：经济学院专业名称：国际商务作者姓名：王佳祥指导教师：田新民教授摘要政府部门与私人部门通过合作进行融资，实现资源互补的这种融资方式被称为PPP融资模式。PPP模式通过实现公共部门与私人部门的资源互补可以有效的解决政府资金短缺的一些问题，对于私人部门来说，他们又有了一个新的投资渠道，对于私人部门的发展也有很大帮助，PPP模式在一定程度上实现了公共部门与私人部门的双赢目的。基础设施PPP项目自身具备着规模大、周期长、涉及行业多、融资结构比较复杂等问题。由此可能引发出大量难以预测的风险。但由于PPP项目通常具备多主体参与的特点，所以即使

2、风险较多，也可以通过风险分担来降低单一参与主体承担的风险，降低风险发生的概率以及降低风险造成的后果。在我国研究基础设施PPP项目融资模式的人还比较少，不论是相关理论，还是实证分析都较为缺乏。因此本文从基础设施项目PPP模式的基本理论入手，详细分析了与基础设施项目PPP模式的相关理论，然后在此基础上对PPP项目融资的风险识别与风险分担进行分析，并通过设计指标建立模型对基础设施PPP项目融资模式的风险分担进行分析。希望通过本文的研究，帮助我国基础设施PPP融资模式取得更好的发展。【关键词】基础设施；PPP；融资风险；风险分担；IAbstractGovernmentandprivatesect
