7、一条 为了贯彻落实《中华人民共和国城市规划法》（以下简称《规划法》）、国务院《村庄和集镇规划建设管理条例》（以下简称《条例》）、（广东省实施中华人民共和国城市规划法办法》（以下简称《办法》），加强南海市城乡建设规划管理，制定本实施细则。 第二条 城乡规划是城市和乡村建设管理的依据，凡在有行政区域范围内进行各项建设，必须服从城乡规划管理，执行本实施细则。 第三条 南海市城乡建设规划局（以下简称市规划局）是我市城乡建设规划的行政主管部门，负责全市的城乡建设规划管理工作，其主要职责是： （一）宣传
8、贯彻执行国家和省、市有关城乡规划的法律、法规和方针政策； （二）负责落实城市规划的编制，报批分区规划和详细规划； （三）组织规划的实施和管理工作； （四）核发《建设项目选址意见书》、《村镇规划选址意见书》、《建设用地规划许可证》、《建设工程规划许可证》、《建设工程规划管理验收合格证》； （五）综合协调城市建设和管理，查处违法违章建设，保证城市有序发展；
